Ramaphosa made the announcement at the opening of the 11th session of the Nigeria-South Africa Bi-National Commission (BNC) in Cape Town on Tuesday. A 23-year-old ex-convict, Abubakar Bello, momentarily escaped from the Mapo Chief Magistrates’ Court in Ibadan on Tuesday while awaiting another sentencing. This was when the magistrate, Mrs O.O. Latunji, stepped briefly into her chamber to write her judgment.
